Road base for paving and structural sub-base is commonly specified to TxDOT Item 247 “Flexible Base.” Item 247 explicitly allows crushed concrete as a base material type, with grades defined by Plasticity Index and Liquid Limit caps (Grade 1-2: PI ≤ 10, LL ≤ 40) and compaction to 100% of maximum dry density.
